Suggestion on making a war team

From what i saw from the last war, the war team here is disorganized. I Think the top 3 duelists/admins should A. be the main war team members and B. recommend other members to the war team(you can duel them to see if they are good enough or just recommend them from prior knowledge of their skills.)
`If you recommend more then 3-5 members, have the extra members duel each other for the last spots.

The total size of the war team should be 8 members, leaving a couple subs for most wars.
